The phrase “失礼します shitsureishimasu” is a way of saying “no” to someone when you are doing something. It is an expression of respect used when interfering in some way with another person, or when leaving a place.
A typical situation in which the word “excuse me” is used is when you are entering someone’s room. For example, when you walk into your boss’s room, you say “excuse me” and walk in.
In this way, “excuse me” means “I’ll bother you” and “respect” at the same time.
